DUTA to UGC: Withdraw API system of evaluating teachers

The Delhi University Teachers’ Association (DUTA) Monday submitted a memorandum to the UGC Chairman, Prof Ved Prakash, asking him to withdraw Academic Performance Indicators (API) system of evaluating teachers and set up a pay review committee. The teachers staged a dharna outside the UGC in a novel manner, assembling at the venue with umbrellas having messages written on them. In the memorandum to the UGC chairman, the teachers wrote, “It is unfortunate that despite widespread criticism of the Point Based Appraisal System (PBAS), there is an attempt to retain this irrational quantification of quality of teaching.  “The committee recommendations in this regard should be shared in public domain and UGC should invite feedback from teachers’ bodies on the new proposal. Decisions that would have far-reaching consequences for teachers across the country with diverse and heterogeneous contexts must not be taken without a threadbare discussion on the implications.”

The teachers also objected to the evaluation of “teachers’ performance on the basis of students’ performance”. “(It) is unfair as most teachers do not have any decision making powers over the syllabi, examination and evaluation system. Skewed student-teacher ratio and lack of infrastructure also impact class-room experiences of students. Moreover, given existing divisions in society on the basis of caste, religion, region and language, coupling of students’ feedback to teachers’ promotions will open a Pandora’s Box,” they wrote. The teachers also demanded retrospective implementation of Career Advancement Scheme 2010, setting up of pay review committee for teachers and counting of past services for promotion. The HRD ministry had constituted a committee last year to evaluate the API regarding the entry point and career advancement of teachers.
