AICTE Notification : 07-02-2012

The AICTE hereby constitutes the committee to examine the recommendations of 7th Pay Review Committee for revision of pay of Teachers, workshop superintendent, librarian, training and placement officer, physical director, technical support staff, etc. in Degree Engineering, Diploma Engineering, Architecture, Pharmacy, Town Planning, Applied Arts and Crafts and other Technical Institutions included under AICTE with the following Terms of Reference (ToRs).

 Terms of Reference (ToRs):

To review the implementation of the previous decision of the Government /AICTE under the scheme of Revision of Pay Scales approved for Teachers, workshop superintendent, librarian, training and placement officer, physical director, technical support staff, etc. in Degree Engineering, Diploma Engineering, Architecture, Pharmacy, Town Planning, Applied Arts and Crafts and other Technical lnstitutions included under AICTE, to evaluate the extent to which the earlier recommendations in relation to qualifications, service conditions and pay-scale etc. have been  implemented.

To examine the present structure of emoluments and conditions of service of Teachers, workshop superintendent, librarian, training and placement officer, physical director, technical support staff, etc. in Degree Engineering, Diploma Engineering, Architecture, Pharmacy, Town Planning, Applied Arts and Crafts and other Technical lnstitutions included under AICTE and to suggest revision in the structure, taking into account the minimum qualifications, career advancement opportunities and total packet of benefits available to them such as superannuation benefits, medical, housing facilities, etc.

To make recommendations on the ways and means for attracting and retaining talented persons in the Teaching Profession, as well as for furtherance of research and also for their career advancement in Teaching and equivalent positions in order to improve the quality of Technical Education.

To make recommendations on the ways and means for the furtherance and improvement in the quality of research as well as ways to encourage engagement with industry for their research requirements.

To make recommendations on the way and means to improve quality ofteaching and encouraging / incentivizing the use of dvanced Technology in teaching.

To look into the cases of anomalies, if any, in the matter of pay structure and / or career advancement opportunities for any categories of academic staff, consequent on revision of pay scales based on the recommendations of the preceding Pay Review Committee and to suggest- remedial measures.

The committee will be headed by S Rajashekharaiah, founder and vice-chancellor of Visvesvaraya Technological University in Belgaum, Karnataka.  The other members of the committee include K P Isaac, V-C of APJ Abdul Kalam Technological University, Thiruvananthapuram, Chetan Vaidya, Director School of Planning and Architecture, Delhi, Abhay Dharamsi, Dean, Faculty of Pharmacy, Parul University, Gujarat, S V Joshi, Government College of Engineering and Research, Awasari, Maharashtra, and Ashok Maheshwari, Director (Finance) Ministry of Human Resource Development. AICTE Member Secretary A P Mittal will be the convener of the committee. Apart from revising pay of faculty, the apex regulatory body for technical education in the country has also entrusted the committee to make recommendation on ways and means for attracting and retaining talented persons in the teaching profession.
